Akshaya Director refutes allegations of mismanagement

Tvm: Korath V Mathew, Director of Akshaya, has refuted allegations levelled by the office bearers of the Association of IT Employees (AITE) against him and Akshaya. In a letter from the Akshaya State Project Office, Korath has said that the allegations against Akshaya and its Director happens to be completely false and the media reports were based on the misguided statements given by AITE during their press conference. AITE had last week demanded a vigilance inquiry against the Akshaya Director alleging corrupt and unethical practices in the project. They had also held a dharna in front of the State Office in Thiruvananthapuram.

Responding to some of the allegations by AITE, the statement from the Director clarifies that Akshaya has not developed any software or spend any money for the development of software or given any work to private companies. This has been either done by Comprehensive Health Insurance Agency of Kerala (CHIAK) or United India Insurance or Third Party Administrators who were entrusted to do the enrolment and renewal of RSBY health cards. Akshaya has only facilitated their work as Common Service Centres.

Akshaya entrepreneurs are not asked to remit money directly in TPA accounts. All financial transactions through Akshaya are online. Cash transactions are not encouraged. Akshaya only monitors and accounts the transactions. Similar method is followed in case of Kerala Non-Resident Keralites (KNRK) Welfare Fund collection. Direct online transactions through banks are in order.

The Director does not have any role in the allotment or cancellation of the centres. No Akshaya centres are stopped unilaterally. Activation and de-activation of Akshaya Centres are done at the District level by the Collector on recommendation of LSGs and Akshaya District Office. Most of the time deactivation happens due to complains from citizens against a Centre or if it’s found that centres are not following the rules and regulations set by the Akshaya State Project Office.

Talking to Kerala IT News, Korath said, “Akshaya centres are run by entrepreneurs who are self employed and in most cases they don’t have any employees. So there is no question of any Akshaya entrepreneur being part of this Association of IT Employees. These allegations are done with a view to malign the good work being done by Akshaya and also to derail the project by some disgruntled youths who could not get an Akshaya Centre during the allocation. Most Akshaya entrepreneurs have expressed their faith and goodwill.”

In the process , graft is generated at the ground level.
Sadly , anything / schemes , funded by the Govt , becomes a granary to plunder.
All Social Security schemes are riddled with scams.We become helpless witnesses to great scams & only feel bad about it.

I am an Akshaya Entrepreneur. Here the Director happened to say that "Akshaya entrepreneurs are not asked to remit money directly in TPA accounts." . Then why did he instruct the Asst. Dist Co-Ordinators of many Districts to intimate Entrepreneurs to Transfer the amount collected for Renewal of Health Insurance to TPA accounts directly. Isnt that sounds fishy. His statement above is misleading. On one instance he says " Akshaya entrepreneurs are not asked to remit money directly in TPA accounts." and also says "Direct online transactions through banks are in order.". I request him to Intimate public and all Akshaya Entrepreneurs whether there was Govt Order to do so. Whether there was an GO to utilize TPA for the renewal. Does he have an answer for the "n" no. of Citizens who had renewed the Health Card but on reaching the hospital they find that their cards were not renewed. The Citizens didnt get a receipt while renewal since the TPA software didn't have that provision nor the Akshaya Centres have the database to counter check the renewal. Whom to blame. I would say the whole system. Why was the Director in haste for the renewal without a GO for the renewal. Why couldn't Keltron, NIC or C-DAC be roped in for the development of software for renewal of Health card, when registration process was done smoothly online. And above all "Why a huge amounts in Crores has been transferred to TPA for the Renewal process just for the Software. When one knows very well that the premium amount of Rs30/- (in case of BPL) is fully paid by the Govt to the Insurance Company viz. "United Insurance Company".

Sir,

I have been prompted by the above comment,and i have to put my words here.
First upon i need to know being a citizen of this country,being a tax payer to the government.
The cost of chiak renewal was again Rs30/-.When the card was issued to the people as new initially.It is sensible that the new card have the manufacturing cost added to that.How can the same cost prevails for renewing?

It is a fact that allegations and counter allegations will not strengthen a project. Confusions regarding CHIAK renewal raised when the accounts of Akshaya Entrepreneurs were freezed after the on-line transfer of money to KYROS's account.
The Kyrose Sftech was asked to provide a perfect software.But Complaints regarding non-renewal is coming every day.This proved that Kyros is not a reliable firm.
An MOU is valid if and only if the concerned parties put their signature on it. Unfortunately, the one available shows that signature of Akshaya Director only.
Whether any exemption order was issued by the Government to allow private firms for G2C services? When this question is raised, the Akshaya authorities give an answer GO Rt 133 of IT Dept.But according to the available version of this order it is stated that in addition to G2C services, B2C services can be done through Akshaya. With this order how can we allow a private firm? This needs clarification.
I don't believe that our honorable Director is corrupt. But he must come forward with necessary clarifications with proof.(It is not at all need consideration who was he yesterday or whether he was working for the nationfor 50 years because that is not a license to violate the rules and regulations).

If the words of Mr.Venu are true then it is very clear that the gov or some political leaders or some corporates were blindly supporting the Director. So much news were coming but till now the gov didn't tried to start inquiry on this. Rs 7/- or Rs 7 cr corruption is always corruption, collecting money from citizen and given to a private firm without any gov orders.... Other case the data base(including biometric details) of health card is in whose hand? If it is still with the private firm, then issues will be higher.
After 5 -10 year one agent from corporate company will come and say he is Dev by putting his thumb!!!!!!!! Who knows it will not happen??

Instead of reacting to corruption charges Director should have been proactive and found out who were the culprit and booked them. Caesar's wife should be above suspicion.

അക്ഷയ പ്രോജക്ടിന് ഫണ്ട് ഇല്ലാത്തതിനാലാണ് ജില്ലാ ഓഫീസ് സ്റ്റാഫുകള്‍ക്ക് ശമ്പളം വര്‍ദ്ധിപ്പിക്കാത്തത് എന്നാണ് അറിവ്. ഈ ഏഴു കോടി സ്വകാര്യകമ്പനിക്ക് പിരിച്ചു നല്‍കിയതിനുപകരം ഏതെങ്കിലും സര്‍ക്കാര്‍ ഏജന്‍സികളെകൊണ്ട് (Keltron, Cdit, CDAC..) ചെയ്യിച്ചുകൊണ്ട് പിരിച്ച 30 രൂപയില്‍ നിന്ന് സംരംഭകര്‍ക്ക് 20രൂപയും 5 രൂപ വീതം അക്ഷയ്ക്കും ഏജന്‍സിക്കും നല്‍കാമായിരുന്നു. സര്‍ക്കാരിന്‍റെ സംരംഭങ്ങള്‍ തകര്‍ക്കുന്നതിനു തുല്യമാണ് ഇത്. ഇപ്പോള്‍ രജിസ്ട്രേഷന്‍ തുടങ്ങാന്‍ ധനകാര്യവകുപ്പ് എതിര്‍ക്കുന്നതും ആശുപത്രകള്‍ക്ക് നല്‍കുവാനുള്ള ഫണ്ടില്ലാ എന്നതിനാലാണെന്ന് കേട്ടു. സ്വകാര്യ ഏജന്‍സികള്‍ക്ക് നല്‍കിയത് അവര്‍ക്കെങ്കിലും നല്‍കിയിരുന്നെങ്കില്‍ പാവങ്ങളായ ജനങ്ങള്‍ക്കെങ്കിലും ഉപകാരപ്പെട്ടേനെ...

There are some allegations on all most all medias on Comprehesive Health Insurance Scheme and about Akshaya Director. Some strong controversies and campaigning from the part of Akshaya Entrepreneurs also have happened and against the Director. Instead of making a Clean Sweep of him, he is being protected by some body. HE HAS BEEN CAUGHT RED-HANDED BY THE MEDIAS AND ENTREPRENEURS. The govt must terminate him immediately. Sir, it is better to get out of the position today and stop your crocodile tears, rather than seeking opinion poll

Kosy is absolutely right. Madyamam, Indiavision,Soorya ,Desabimani,Mathrubhoomi. Manorama , Janayugam -all have revealed clearly the scam. But no enquiry about the director and he is continuing . It means he is not alone .He may be a spatula and may be a " Duck which lays the golden egg" to them. Who will kill such a duck at once?.When money speaks, the truth is silent. Shame !!

HOW CAN WE EXPECT MORE FROM HIM ?
That is why he is continuing in the same post without even an enquiry....????
